Completion of Upgrading 220kV Soc Son substation project
In early December 2013, PTS Jsc., and Vietnam Northern Power Projects Management Board signed contract for Package No. 10: “Upgrading the computerized control system, and relays system, testing and commissioning SCADA system” of Project: “Upgrading 220kV Soc Son substation”. This project is very complex technically because 220kV Soc Son substation has been operated for nearly 20 years. The equipment has been very old and had many changes from the original design. NPT requires upgrading control system with full technical features of current technologies, to meet the requirements of EVN’s 513 regulations such as: dual LAN switch, IEC61850 protocol, hot standby mode running, each feeder having 2 standby mode BCU while still keeping interlock software of the system.
Besides the complexity of the system, PTS Jsc., faced many difficulties in the implementation process due to power cut schedule. 220kV Soc Son substation is the main power supply stations for Hanoi city. It was difficult to allocate the right time to cut power to avoid blackouts for Hanoi residents. Therefore, power was only cut in the period from 1 am to 6 am daily.

After 3 months of implementation, on 15th July, 2015, Vietnam Northern Power Projects Management Board tested, accepted and concluded that the system met requirements of approved design and bidding documents. After training of system operation, Vietnam Northern Power Projects Management Board took this system into operation.
The project has contributed to stabilize the electrical system and increase backup power supply for Hanoi city.
